For instance, we helped a developer modify the planning code for a portion of Los Angeles which was designated "airport". He wanted to change an abandoned Costco into a shopping center. Costco was allowed in the Airport zone, but shopping centers were not. We convinced the city to modify the zoning code to allow the shopping center, which was basically the same function.
